Visit of MIND ID to LEMTEK UI and Preliminary Collaboration Discussion on Integrated Program Management Governance Study for the Development of an Integrated Aluminum Processing and Smelting Facility
Project Owner :
Mining Industry Indonesia (MIND ID) is Indonesia’s state-owned mining industry holding company that strategically integrates PT ANTAM (Persero) Tbk, PT Bukit Asam (Persero) Tbk, PT Freeport Indonesia, PT INALUM, PT Timah (Persero) Tbk, and PT Vale Indonesia Tbk within a unified national strategic ecosystem.

MIND ID is responsible for driving the transformation of Indonesia’s mining industry from upstream to downstream sectors through innovation, downstream industrialization, and strengthened integrated governance, with the objective of creating long-term economic value while delivering tangible benefits to society and the environment.

One of the company’s strategic downstream initiatives is the acceleration of the development of an Integrated Aluminum Processing and Smelting Facility in Mempawah. The development and operation of this facility form part of Indonesia’s National Strategic Program, with a total investment value exceeding IDR 100 trillion. The project plays a vital role in strengthening the domestic supply resilience of aluminum industry raw materials, reducing import dependency, and enhancing Indonesia’s position within the global aluminum supply chain.

The development of the Integrated Aluminum Processing and Smelting Facility involves several subsidiaries under MIND ID. The bauxite mining activities will involve PT ANTAM (Persero) Tbk, while the development of the Smelter Grade Alumina Refinery (SGAR) Phase I & II will be carried out by PT Borneo Alumina Indonesia—a strategic collaboration between PT INALUM and PT ANTAM (Persero) Tbk—to process bauxite ore into alumina with a targeted total production capacity of 2 million tons per year. Furthermore, the development of a new aluminum smelter with a production capacity of 600,000 tons per year will involve PT INALUM. Power and energy supply will be supported by PT Bukit Asam (Persero) Tbk to ensure reliable and sustainable energy availability for the processing and refining facilities in Mempawah. Meanwhile, MIND ID will be responsible for integrating the end-to-end supply chain, ranging from bauxite mining and alumina processing to aluminum smelting operations.

To support this initiative, MIND ID intends to explore collaboration opportunities involving LEMTEK UI in conducting a study on the governance framework of the Program Management structure and its derivative activities that will oversee the Integrated Aluminum Processing and Smelting Facility program in a comprehensive and integrated manner.

On Thursday, 30 April 2026, the MIND ID delegation visited LEMTEK UI at the LEMTEK UI Building, located on Jl. Salemba Raya No. 4, Jakarta, to discuss this initiative further. This meeting marked the second discussion between the parties, following an initial discussion previously held at the MIND ID Headquarters, Energy Building, 19th Floor, SCBD, Jl. Jenderal Sudirman Kav. 52–53, South Jakarta.

The MIND ID delegation consisted of Ir. Donny Zulfakar, Helminton Jaharjo Sitanggang, and Christo Februanto Putra. Meanwhile, the LEMTEK UI team consisted of Dr. Wisnu Isvara, Fieneshia Sevita, Varianka Yenn, Dr. Sri Bramantoro, Bayu Aditya Firmansyah, Wahyu Istiqo Marga Cromer, and Ir. Ika Avianto. Representatives from PT ANTAM (Persero) Tbk, PT Bukit Asam (Persero) Tbk, and PT INALUM also attended the meeting.

Through this discussion, it is expected that LEMTEK UI will soon submit a proposal for further review and mutual agreement during the next meeting.
