Lemtek UI Strengthens National Energy Security and Efficiency through the Engineering Design of Household Gas Networks in West Java
As a continuation of the trust given by the Ministry of Energy and Mineral Resources (ESDM), the Institute for Technology at the University of Indonesia (Lemtek UI) has once again been entrusted to carry out the Front-End Engineering Design – Detail Engineering Design for Construction (FEED–DEDC) of the Household Natural Gas Network (Jargas) in Depok City, Bogor Regency, and Bekasi Regency, with a total target of approximately 459,490 household connections (SR). This assignment follows a previous project in which Lemtek UI prepared the Feasibility Study (FS), FEED, and Cost Estimate (RAB) for 115,264 SR. Both projects are part of the national strategy to *reduce the LPG 3-kg subsidy burden—currently around IDR 87 trillion per year—*and to support the national transition toward a safer, more efficient, and environmentally responsible natural gas distribution system.
This FEED–DEDC work is led by Prof. Dr. Ir. Asep Handaya Saputra, M.Eng., and supported by Professors and Lecturers from the Faculty of Engineering, Universitas Indonesia, with expertise in Chemical, Mechanical, Civil, Metallurgical, and Geodetic Engineering. The expert team includes distinguished academics such as Prof. Sutrasno Kartohardjono as Lead Expert for Process and Gas Distribution, Prof. Engkos A. Kosasih for Mechanical Systems, Prof. Rokhmatuloh for Geodesy and GIS, and Prof. Abdul Wahid and Prof. Slamet for Pipeline Engineering. In its implementation, Lemtek UI conducts several strategic stages including secondary data collection, technical field surveys, Real Demand Surveys (RDS), building identification surveys, and topographic surveys to ensure that all gas network designs comply with technical, operational, and occupational safety (K3L) standards.
As an essential part of the design preparation process, the Lemtek UI team also carries out intensive coordination with multiple stakeholders at both the national and regional levels, including the Ministry of Energy and Mineral Resources, local governments of Depok City, Bogor Regency, and Bekasi Regency, as well as the State Gas Company (PGN) as the existing network operator. Coordination activities include technical meetings, on-site discussions, and public outreach sessions with sub-district authorities and community representatives in the planned project areas, such as Cileungsi, Gunung Putri, Citeureup, Cibitung, Tambun Selatan, Tambun Utara, Cimanggis, Sukmajaya, and Tapos. In addition, Lemtek UI also organized training sessions for field surveyors prior to the commencement of official survey operations, ensuring accuracy and safety throughout the technical data collection process.
Supported by academic research and the application of comprehensive engineering principles, Lemtek UI develops Jargas technical designs that meet safety and technical specifications as stipulated in the Directorate of Oil and Gas Infrastructure Planning and Development (Kepdir ESDM) standards. Each design is formulated based on scientific justification, integrating aspects of engineering reliability, operational integrity, and safety assurance, ensuring its safe implementation within residential environments. The involvement of Lemtek UI in this project reinforces the institution’s academic and technical capacity to support national energy policy through the development of safe, efficient infrastructure planning that contributes to state budget savings and strengthens national energy independence.
